San Luis Obispo County Animal Services investigators say they have located the owner of the dog found with duct tape on its face earlier this week in rural Paso Robles. Officials say the owner apparently taped the dog’s muzzle and the top of its head after the animal attacked chickens. Adding that it was a misguided effort at disciplining their dog and breaking it of the behavior. The investigation is ongoing. It’s unclear if the dog will be returned to the owner.
